SAN DIEGO, Calif. – The City Council has approved 6-3 a regulatory framework for marijuana production facilities in the City of San Diego.
The approved municipal code amendments would create a new land use category for Marijuana Production Facilities – those engaged in the agricultural raising, harvesting and processing of marijuana, wholesale distribution and storage of marijuana and marijuana products, and production of goods. Testing of marijuana and marijuana products would also be allowed under the legislative changes.
Following an amendment from Councilmember Ward, the total number of facilities citywide will be capped at 40. Facilities would be required to be at least 1,000 feet from public parks, churches, childcare, playgrounds, libraries, residential care facilities, or schools, and at least 100 feet from residential zones. New regulations also establish the permitting and security requirements for marijuana production facilities.
“Voters in the City of San Diego sent a clear message to us last year by overwhelmingly passing Proposition 64 – including majorities in all nine council districts,” said Councilmember Ward. “They told us they expect us to move forward to responsibly construct and implement the rules to make adult marijuana use both safe and accessible, and today the council took another important step to provide regulatory certainty for everyone involved in this industry. Experiences in other states have shown that this is a matter that can be managed safely and produce significant benefits for the community, and I’m pleased that we’re building on our work from earlier in the year to deliver on the mandate from our constituents.”
