(CNN) — Footage of the beating of a New Jersey teen, who was apparently forced to strip naked before a belt-whipping over a $20 debt, has since garnered the attention of Newark city officials after the online video went viral.
“Take everything off right now. You’re moving too slow,” a person yelled during shaky cell phone video which shows him whipping a naked teenager with a belt as others crowd around.
Moments before the assault, the cameraman appears to spray the teen with a clear liquid.
“Your father owe me money. Take everything off, jeans, everything,” the voice said. The video then shows the teen being whipped 49 times as others laugh.
Police say at least one person was charged in connection with the incident. Charges include aggravated assault and robbery.
Newark Mayor Cory Booker is expected to hold a press conference at 1 p.m. Wednesday to address the attack. According to the Essex County prosecutor’s office there are two other people charged in connection with the incident though it is not clear what those people are charged with.
The teen’s father apparently owed the assailant $20, according to multiple voices heard on the video. CNN cannot independently confirm those accounts.
